1. Service provider and our role
The site PrivatiPaskola.lt is operated by NET Partner OÜ (registered in Estonia, reg. no. , Narva, Estonia). The service is provided to Lithuanian users under the EU freedom to provide services.
We provide a listings publishing service — technically like the classifieds sections of portals such as skelbimai.lt. We are not:
- a bank or credit institution;
- a lender;
- a financial or credit intermediary within the meaning of the Consumer Credit Law;
- a peer-to-peer lending platform operator licensed by the Bank of Lithuania;
- an investment-services provider.
Legal basis of our activity. We provide an information-society service (hosting and storing listings) under the Law on Information Society Services and EU Directive 2000/31/EC. A loan between two individuals is governed by the Civil Code (Art. 6.870–6.875) and is not consumer credit. Full list — on the page legal basis.
2. Our service
- Publish a listing on the portal;
- Store the listing until it expires (30 days);
- Provide tools for communication between users.
3. What we do not do
- We do not guarantee that deals are performed;
- We do not verify users' identity (unless stated separately);
- We do not take part in financial deals between parties;
- We do not provide financial or legal advice.
4. User responsibility
The user is responsible for the truthfulness of the listing, verifying identity before a deal, drawing up the agreement and declaring taxes. We recommend always using a written agreement, and a notarised one for large amounts.
Contacts and communication. The ad author chooses whether to show their contacts publicly or hide them. If contacts are hidden, the interested person leaves their email address, which we pass to the ad author. The author's contacts are never revealed automatically — the author decides whether to reply. By submitting an email, the user agrees that it is passed to the ad author to make contact about that specific ad.
5. Prohibited actions
- Listings with a false identity or data;
- Demanding advance "fees";
- Systematic, commercial lending activity without a Bank of Lithuania licence;
- Identity theft, document forgery.
6. Account blocking
We reserve the right to block an account without explanation upon any prohibited action or justified complaints.
7. Payment
Borrowers get the first 5 listings free, then €3 per listing (+€5 for Premium). Lenders pay €5 from the first listing (+€10 for Premium). Any change to the fees will be announced in advance.
Important: the fee is charged only for posting a listing on the platform. We take no commission on the loan amount and do not systematically match borrowers with lenders — so we are not a credit intermediary and need no Bank of Lithuania licence.
8. Liability
We are responsible only for the technical provision of the service. We are not liable for losses arising from deals between users that are not performed.
9. Dispute resolution
Courts of the Republic of Lithuania. Applicable law — the laws of the Republic of Lithuania. Consumer disputes are also handled by the State Consumer Rights Protection Authority (VVTAT).
